GEOS predicate slippage on windows in iterations

See http://lists.gispython.org/pipermail/community/2008-June/001758.html for background. I've confirmed the problem with the DLL we've been distributing and its occurrence on the 22nd iteration.
Distributing of Shapely for Windows will be stopped pending resolution of this issue.
