GEOSCoordSeq_getOrdinate symbol not in Debian's 2.2.3 package

Removing reference to it in ctypes declaration module is the fix.

Not a Debian bug. It's a GEOS bug right here:

http://trac.osgeo.org/geos/browser/tags/2.2.3/source/capi/geos_c.cpp#L132

Fixed in 3.0+.
